This answer is more about eliminating the wrong answers – chevron marks on runways are yellow or white, not red, so that eliminates answer a. On an instrument runway, centerline dashes will start after the threshold markings and the designation markings, not at the threshold, which elimnates answer b. That leaves answer c as the correct one.
